BranchSplinterOperation, BranchMergeOperation, and BranchTagOperation
remain in the repository for historical context only.
The current migration baseline reset workflow does not use branch-tag or
splinter/merge orchestration. New migration baselines are generated directly
in canonical apps/*/migrations/ modules.
